Mangistau region launches eco-green city project, advances energy solutions

A unique eco-green city worth $2.1 billion will be constructed in Aktau, according to the Mangistau region’s press service.

The Mangistau region akimat (local executive body) signed an agreement on the construction and financing of the project with Global Project Capital Ltd, AAG Corporate Services Ltd and China Road and Bridge Corporation (CRBC).

“Mangistau is one of the leading regions of Kazakhstan. Transport, logistics, construction, tourism, the agro-industrial sector and the oilfield service industry, with the prospect of developing the marine direction, are the main priority sectors. We have all conditions for the implementation of production. The Aktau Seaport Special Economic Zone operates in the region and the industrial zone was created. The authorities are cooperating with potential investors from different countries of the world,” said Mangistau Akim (Governor) Eraly Tugzhanov at the Jun. 18 signing ceremony of the new agreement.

The parties agreed to appoint a general contractor for the construction and creation of a finance structure.

The British company will finance the project and the Chinese party will provide a bank guarantee of $400 million.

The region allocated an area of 865 hectares in the northern part of the district for the new urban centre. Affordable housing, business and shopping centres, schools, kindergartens and medical centres will be constructed. The eco-city project also includes an IT park, well-known hotels, sports stadiums, entertainment facilities and various public services, as well as transportation services with eco-friendly technologies. The authorities are undertaking to provide infrastructure including road construction, energy supply, sewerage and water supply.

The region is developing a range of renewable energy projects due to its sharply continental, arid climate.

Four projects in the energy sector and two projects in the field of water supply are expected to be implemented from the list of 105 projects presented at EXPO 2017 and approved by the country’s Ministry of Energy. Two solar plants with a capacity of two and 12 megawatts and the first five-megawatt wind power plant are under construction and will be completed this year.

The introduction of green technologies in a region known for its oil and gas riches has also gone deep into the masses. A Kazakh-Romanian enterprise installed two wind turbines with a capacity of 1.4 kilowatts at a café located 57 kilometres from Aktau. A 1.5-kilowatt wind turbine and four photoelectric panels with a total power of 2.4 kilowatts were installed at the restaurant along the Aktau-Fort-Shevchenko route.
