Tansu Construction, an exhibitor of Powerexpo Almaty, acted as the contractor for the turbine launch and housing construction in Topar
On September 10, 2025, two major events took place in the settlement of Topar, Abai district, Karaganda region, reports Zakon.kz.
A ceremonial launch of a new 130 MW turbine was held, along with the laying of a capsule in the foundation of apartment buildings for young specialists of LLP “GRES Topar,” with the participation of Kazakhmys Energy.
The event was attended by Deputy Minister of Energy of the Republic of Kazakhstan Sungat Yesimkhanov, Akim of the Karaganda region Yermaganbet Bulekpayev, General Director of Kazakhmys Energy Temirlan Utegenov, Director of Tansu Construction LLP Nikolay Kim, and other officials.
It should be noted that the replacement of turbine unit No. 3 at the power plant, from type K-100-90 to type K-130-8.8, began on December 1, 2023. The general contractor was Tansu Construction LLP.
According to Andrey Solovyev, Chief Operating Officer of Karaganda GRES-2 at “Topar Main Distribution Power Plant” LLP, the turbine installation was completed this year, providing additional capacity:
“Our station has been operating since 1962. Modernization of the equipment is currently underway. Recently, the first and second units were replaced, and this year the third new unit was launched. All this has led to an increase in the station’s capacity. We plan further expansion and reconstruction, including the modernization of two more turbines. The additional capacity will supply the Kazakhmys group of companies as well as the Karaganda and Balkhash regions,” he said.
More than a thousand highly qualified specialists were involved in the project, along with over 10 subcontractors. More than 10,000 types of materials and components were used.
Another important milestone for Topar was the laying of a capsule marking the start of construction of two modern, comfort-class residential buildings for young specialists of GRES Topar LLP. This initiative reflects the priorities set by President Kassym-Jomart Tokayev within the framework of the state’s social policy.
Akim Yermaganbet Bulekpayev emphasized that caring for young specialists and creating comfortable living and working conditions is one of the key state policy priorities aimed at developing human capital and strengthening the regions:
“Today we are starting a project that will become an investment in the future, providing specialists and their families with modern, affordable housing, while creating conditions for professional growth and stability. Two new five-story buildings with 40 apartments each will be constructed. I believe that in a year we will return here to hand over the keys to new, well-equipped apartments to young employees.”
Deputy Minister of Energy Sungat Yesimkhanov added:
“I am confident that next year the construction will be completed, and the houses will be built and put into operation.”
Temirlan Utegenov, General Director of Kazakhmys Energy, also delivered a welcome speech:
“We worked on this project together with Tansu Construction for two years. There were many challenges along the way, but they were overcome. Today we have secured reserves and purchased two more turbines. Regarding housing construction, the analysis showed that older employees are retiring and must be replaced by young specialists right here at GRES Topar. If comfortable housing conditions are provided, they will be more willing to work at the enterprise. This is also an important development for the settlement, which continues to improve.”
Nikolay Kim, Director of Tansu Construction LLP, also addressed the audience:
“We are proud to take part in Kazakhmys Energy’s projects. We have implemented many developments in Kazakhstan, but the projects in Topar’s energy sector hold a special place for us, and we treat them with great responsibility. I would like to thank the management for their trust and for choosing our company to implement their ideas. Special thanks go to the regional akimat for their constant strong support. The housing project will be built to the highest modern quality standards using reliable materials. We will approach it with full responsibility and guarantee its timely delivery next year.”
Veteran energy specialist, Honored Energy Worker of GRES Topar LLP, and honorary citizen of the district, Vladimir Cherepanov, shared his thoughts:
“Today, Kazakhmys Corporation positions itself as a socially responsible company that cares about its future, the future of the enterprise, and the younger generation, attracting young specialists. They are demonstrating real actions that they successfully bring to life.”
His statement was supported by Nurzhan Karim Ertay Uly, a young specialist supervising construction at GRES Topar LLP:
“We are the younger generation following the path laid by our senior colleagues. We will apply all our knowledge for the benefit of the people, because it is youth that can make a significant contribution to the development and future of our country.”
